California State Senate Bill 731 makes changes to the California Environmental Quality Act (CEQA) that may make it easier for developers and business owners in the processing of Conditional Use Permits. With the variety of development going on in California these days, CEQA needs to be updated. I've worked on projects that have had little or no impact on the environment and have been delayed weeks just by the formality of CEQA processing. I feel we need to address and maintain our environmental quality, but within reason, and not at the cost of small business owners trying to get a start. California State Senate President Pro Tem Darrell Steinberg commented on how his bill is an attempt to cut down on project delays that the business community has blamed on CEQA, without eliminating environmental protections. "I'm trying to find a middle path, not just to make a deal, because I'll walk away from it if it's just about that, but to substantively approve the statute, to modernize it and to make sure we are giving genuine streamlining incentives and priorities to the projects we want to see more of"
